Australia introduced a carbon pricing scheme in 2012 under Prime Minister Julia Gillard. The scheme was politically controversial from the start. The opposition Liberal Party, led by Tony Abbott, campaigned against the tax with the slogan axe the tax. The carbon price started at 23 per ton and was set to transition to an emissions trading scheme. The tax raised energy prices, which opponents blamed on the carbon pricing. In 2014, the Abbott government repealed the carbon tax, making Australia the first country to reverse carbon pricing. The repeal was seen as a setback for global climate policy. Australia has struggled with climate policy ever since, with multiple attempts at emissions trading failing to pass parliament.
