About EU Tax Harmonization

The European Union has pursued tax harmonization since the 1960s. The EU VAT system is the most harmonized area. EU directives set minimum VAT rates and common rules. Corporate tax harmonization has been more difficult, as member states resist giving up their veto on tax matters. The Common Consolidated Corporate Tax Base, proposed in 2016, would create a single EU wide corporate tax base but has been blocked. The global minimum tax of 15 percent, agreed in 2021, effectively achieved some harmonization by setting a floor. The EU has also pushed for a financial transaction tax, digital services tax, and carbon border adjustment mechanism. Tax harmonization within the EU is an ongoing process that balances national sovereignty against the benefits of a single market.
