LuxLeaks was a scandal involving 28,000 pages of leaked tax rulings from Luxembourg. The documents revealed how PricewaterhouseCoopers had helped multinational companies obtain favorable tax rulings from Luxembourg. Over 300 companies, including Apple, Amazon, IKEA, and Pepsi, used Luxembourg tax rulings to reduce their tax bills to less than 1 percent of profit. Jean Claude Juncker, who became President of the European Commission in 2014, was Prime Minister of Luxembourg during the period when many of these rulings were issued. The whistleblower Antoine Deltour was prosecuted and convicted in Luxembourg. The LuxLeaks scandal led to EU rules requiring automatic exchange of tax rulings among member states.
