Pre filled tax returns are used in 36 countries, including Estonia, Denmark, Sweden, Finland, Norway, Spain, and Portugal. The tax authority uses information from employers, banks, and other third parties to pre fill tax returns. Taxpayers simply review and approve the return. In Estonia, over 90 percent of taxpayers approve the pre filled return without changes. In Spain, the Renta Web system allows online editing and submission. In the United States, the tax preparation industry has successfully lobbied against pre filled returns, arguing that government prepared returns would conflict with free enterprise. The IRS Direct File pilot launched in 2024 represents a step toward pre filled returns. Research shows that pre filled returns increase compliance and reduce the burden on taxpayers, particularly those with simple tax situations.
